The department of Planning and Investments:

(i) oversees all the planning activities of the Institute;

(ii) Advises the Director General on matters pertaining to corporate strategic plans, investment and resources mobilization;

(iii) Coordinates the preparation of policies and guidelines for use at the Institute;

(iv) Coordinates the preparation, implementation, monitoring, evaluation and review of the TIE Corporate Strategic Plan;

(v) Reviews the Corporate Strategic Plan and advises Management on the appropriate changes;

(vi) Prepares annual budget (Medium Term Expenditure Framework);

(vii) Proposes effective strategies for mobilizing resources for implementing the plans;

(viii) Analyses and harmonizes the Institute’s plans with those of the Ministry responsible for education;

(ix) Prepares quarterly and annual progressive reports on implementation of corporate plans and programmes;

(x) Coordinates review, monitoring and evaluation of risk register;

(xi) Plans and conducts research on institutional development and recommends application of research-based findings to corporate advantage;

(xii) Coordinates preparation of project documents for submission through Council to the government and other donors for funding;

(xiii) Prepares investment policies and its operational procedures for the Institute;

(xiv) Ensures proper management of the Institute’s investment properties;

(xv) Ensures effective implementation of the investment policy and alert the management on significant changes in investment performance;

(xvi) Recommends in-service training programmes to staff in the Directorate.
